Entrepreneurs by definition are individuals who take the initiative to start a new business venture and assume the financial risk associated with it. As such, they always have a managerial role in their business. On the other hand, managers may or may not be entrepreneurs--some may work for an established company or organization and be responsible for a specific area or department, without having a stake in the overall success of the enterprise.
