According to Federal Rule of Civil Procedure 45(b)(1), a subpoena may be served by "delivering a copy to the named person and, if the person's attendance is commanded, by tendering the fees for one day's attendance and the mileage allowed by law." However, the rule also states that "prior to the time for compliance specified in the subpoena or prior to the time for compliance with a subpoena duces tecum served without a deposition, the person to whom the subpoena is directed may serve upon the attorney designated in the subpoena written objection to inspection or copying of, or objection to production of, any or all of the designated materials or inspection of the premises." If the objection is made, then the subpoena has not been "accepted" as equivalent to personal service, and the party serving the subpoena must motion the court for enforcement.
