Due to the rising demand, the country A gave less importance to quality and efficiency and focused more on balancing supply and demand. On the other hand, country J accepted D's 14 points program to rebuild their production systems by enhancing efficiency and quality. Thus, to build an efficient and qualitative production systems D's 14 point program was more accepted by country J than country A.
