A 2-year-old child presents to the specialist's office with parental concern of gross motor delays. He is not yet walking. As an infant, the child underwent a difficult labor/delivery and required oxygen for several days postpartum. Apgar scores were 2 and 4, then 8 and 10.Mother reports baby looked "blue" upon delivery.
