There were few slave rebellions because repercussions were harsh when they did occur, and anyone suspected of involvement (rightfully so or not) would be killed, often painfully. Plantation owners, who were surrounded by slaves, greatly feared rebellions, which were always quite possible given that slaves had access to their homes, tools, and fire. Therefore, punishments were severe at the slightest hint of rebellion, and slaves in the area would find what little freedom they had greatly restricted even if they had nothing to do with it.
